If I want 1/32" fillets on my outside corners of the board layout how do I easily place these without doing a bunch of arithmetic or without going out to a drawing application so that I can import a DXF?

It is not problem to create an arc in board outline. But if you need precise arcs, it is better to draw them in mechanical CAD and import via DXF.
