Got it. I had already created a component, and I found the thermal settings menu item for the pad in Layout. Worked like a charm.

In DipTrace, the connections between vias and copper pours are controlled through the pour settings. This seems to mean that all of the vias that connect to a pour must have the same thermal connection type.
