Right click on via and select "add to net" called "selected vias" and then you may select which net to connect them from the drop down.

I found copying routing/placement for hierarchical blocks in Diptrace 2.3 but this may be remaining. Also, saving patterns may be next in question.

I think Diptrace 3.0.X have some other alternative option to open files from network share drives and this is not a bug. I hope soon will get a solution from the Technical supporter.

All PCB Manufacture have their own formula to calculate the cost.
Maybe a standard way to calculate is (area) * (number of layers/2) * (Other multiplyers) + setup cost or may be fixed cost.
This is only a rough idea.
