The Apply To Current Pad is a good workaround. I've double checked that I was not editing traces or selecting a trace. If you right-click, then teardrop on a pattern's pad that doesn't have vias attached to that pad, then no vias are teardropped, including vias attached to other pads on the pattern....

The "What's New" for Version 4.0 Beta (Mar 5, 2020) still has no teardrop function. Come on, how long do we have to wait for such an important feature?
