Socket error #10013 in BOM tool

I was excited to try the new BOM supplier tool, but every time I click on "Suppliers and Prices" it throws a "Server Error: Socket Error # 10013 / Access denied." error and nothing loads in the window. There is no documentation I can see that describes what this means. Is the BOM tool supposed to be working?

Try to turn off the antivirus and firewall. They can block an access to the external resources.
