Is there a setting for changing the rotation direction from counter-clockwise to clockwise? I've been using this program daily for 10 years and the rotation direction still feels wrong but I can't find a setting to change it.

No, there is no such setting, the direction is always counter-clockwise. It seems common for most or all CADs.
