I have had a similar problem with a compact complicated small board at a previous employer (I can no longer access the data to show the issue). Four layers, lots and lots of traces and very small parts. When the whole board is in view, panning around and clicking and doing things was very slow. I had to zoom way in for the lag to go away and return to normal feeling. Zooming back out to see the whole board, the lag comes back. The computer I was using was a Dell Precision 7560, heavy duty CAD workstation, no possibility the lag was hardware-related.

The issue may be related to GPU/driver interactions. Try switching the graphics mode in View → Graphics Mode.
