locked differential pair in-pad vias move when updating layout

I have some USB data differential traces connected to pads by blind in-pad vias.
The problem I am having is that the vias change position by moving toward each other whenever I update from schematic (other miscellaneous actions also seem to trigger this change).
I have locked both diff pair traces and the vias themselves. When I update from schematic, I tell "don't update locked components". The vias still move. See images below.
Please help, thanks.
